HELP, IS THIS NORMAL? Should there be a white liquid near the brething hole in the egg when it is near hatching?

Came out to check on the other eggs that are supposed to be hatching today and one of the eggs has chipped a piece of the egg shell off but I see a bubble forming when it breathes in a white liquid, is this normal during hatching or should I try to help, and how?

Not normal, the air cell should be free of liquid; too much humidity. If the chick is alive, drain the liquid from the air cell.

I used a sharp piece of eggshell from the chick that hatched and cut a tiny slit in it but nothing came out and then the egg cracked more around it.

I could hear her chirping so should I just cut a small hole in the membrane?
Yes. Let it drain or use paper towel to get rid of the extra moisture. Just a small hole in the shell membrane. If you heard chirping, the air cell is not filled with liquid; a good thing.
