What is this and is it normal or what shall I do please. This baby chick is 23hrs old and just noticed this but the other chicks are pecking at it xx

Hard to tell but it looks like their cord is still attached. It generally falls off as they dry out. I'd isolate them until it does if the other chicks are pecking at it.

Looks like some poop that dried on the cord. Usually, if it happens to dry on only the feathers and not on the belly button/cord, I recommend to use warm water to soak the poop to remove it easly. But since this one is attached to the belly button i'd leave it there, isolate the chick so doesn't get pecked, and never try to pull the cord and the poop. Just wait the cord will fall on it's own.
Also keep a close eye on it about pasty butt

How do I isolate it I thought they had to be in pairs at least , and do I just put it back the incubator

It shouldn't take a whole lot of time for it to fall off. Putting them back in the incubator would work, especially if the hatch is complete.
