In the Brooder

Just got these chicks yesterday by mail order from ideal poultry. I noticed this chick wouldn't come out to eat or drink and upon further investigation, I noticed that it leans on one foot.
The foot/leg in question is only used as a prop by the knee/shin? He/she can move the leg fine, but the toes and foot do not move or are not used when walking or for standing support. The back toe points forward with the rest of the toes. I tried bending them and the chick does not seem in pain, but the foot looks to be slightly swollen from certain angles? I'm not sure if it was born this way, or it was an injury that happened during shipping or possibly by my daughter moving the brooder heating plate and injuring the chick. That scenario is not certain, but I'm just trying to figure this out. Here are some pics to give y'all a better idea. I'm not sure if I should make a splint or if it can be saved. Have vitamins mixed in with water.
Thanks in advance
