Help me out! Is our easter egger Cybil a HE?

Cybil is almost 4 months now, cross beaked but still pretty nice with us (a little bossy to her friends). But lately she has been making some awfully rooster-like noises. I am now concerned she may be a HE. I've tried a couple picture guides with no luck.

Any help is appreciated. I can certainly add some pictures if more would help.

I believe your assumption is correct. Looks like a rooster to me.

He has scissor beak. He has actually eaten just fine right along (although can't enjoy treats as well as the others). Unfortunately males are not legal in our area.

That is a bummer for him. With his defect does he even try to crow????
If he does not crow can he stay???

If he didn't crow I bet no one would notice and we could keep him. However he has been getting progressively louder. I have yet to hear a 4 am wake-up call but he isn't quite during the day either.
