That is his penis, it is strangulated and not getting proper blood supply, he needs a vet

I agree, that looks like a penis, and the black part looks like it's dead. He really should be seen by a vet because it could kill him.

Wesley’s do you think you parents would take you Pekin to the vet? This can probably be fixed but a vet will need to do it

I think there are two options. The best option would be to take him to a vet, but I understand that vets are expensive, so you will get no grief from me if you decide not to go see one. The second option would be to try to keep it clean and hope that the dark part dries up and falls off, but keeping it clean probably means keeping him inside. I've read about people doing this and their ducks did recover, but I have know someone who's duck ended up getting a massive infection and the duck died from that.
