Help! Muscovy duckling bully

I'm new to raising ducks and my husband and I have acquired 6 baby muscovy ducklings. They are almost 3 weeks old and are pecking each other pretty bad. We have two in the "infirmary" with pretty bad injuries to their tail feathers and behinds. They have old injuries around their wings and shoulders. I'm worried about re-injury and how to prevent injury to the other ducks. We haven't caught the pecking in action, just the aftermath. Any suggestions are greatly appreciated!

A lot of times when they are in too small a brooder they will pick on each other boredom too cancause it 3 week old Muscovy need to be outside some to break this.can you take them out let them run around play in water( all of this is your having heat not cold) let them wear themselves out real good
 
They are currently in a 4ft by 2 ft pen and are let outside almost daily. It happens mostly at night. I understand that part of the process for growing feathers is breaking the "capsule" but I don't want them to get too out of hand with the pecking again. It looks too aggressive and very bloody. Will the feathers grow back? Thank you for your help.
