Help my 8-month old chick

I have a 8-month old hen in my backyard since she was 3-week old. The city law allows hen in backyard. However, the community does not allows chicks at backyard. I got complaint from one of my neighbours and he asked me to get rid of my hen and coop. I understood he complaint it because my hen ever run into his yard twice because at that time I have someone installed fence and they made a lot of noise from saws, nailing .... and the hen run through a hole under the fence into my neighbour's yard. My wife (I am not at home then) expressed appologizes to him but looks like he is still very unsatisfied. After that, I make up the hole under the fence so that my hen can never run through.

I wonder what should I do if the city law is conflict with the HOA law? As the owner of a lovely pet chick, you would understand my feeling now. Please give me some advices to help me out.
 
Just as if this was a dog, instead of a chicken... It is your responsibility to keep your animal on your property. Not once, but twice you allowed your animal to come on to his property. Your neighbor has a valid complaint. (Possibly some of his plants/flowers were eaten? Chicken poop on his lawn? Maybe it drove his dog crazy, barking?)

Talk to your neighbor nicely. Explain the steps you are taking to completely contain your chicken. Try to work it out with the neighbor to keep the peace. However, if it doesn't satisfy the neighbor - please keep in mind that the problem was caused by your chicken being at large, twice.

HOA regulations are sometimes more restrictive than county ordinances or city ordinances. These restrictions in the HOA were usually agreed to by you when you signed papers buying your house. You might be able to gain an exemption from them from the HOA. Otherwise, you will just have to live with them.
