Help! My baby quail keep dying!

Definitely check that feed! Mine are pretty well feathered at 2 weeks except the head (21 percent protein), a few feathers at that point is a sign of low protein and maybe too little energy (feed not supplying enough carbs and fat, using excessive energy for warmth or cooling, energy used to fight disease or heal, etc).
 
I honestly agree with poor nutrition. I give my quail at least 30% protein until at least 6 months of age and continue to feed them flock raiser feed.
 
I am having the same problem with this batch of chicks! Have raised over 500 over the last two years with no problem (a few losses have occurred, of course) but this last batch of 45 have, after two weeks, started acting like they have neurological problems and are dying three or four at a time! Over the last week I have lost 26!
 
I'll ask the usually 'suspect' questions: What's your set up like, got photos? What are you using for bedding? What are you using for a heat source and what is the temperature of the brooder at each end?
What percent protein feed are you feeding and what brand?
How are they acting prior to dying? What does their poops look like?
 
My quail are three and a half weeks old. I keep them in the garage in a 50 gallon wide terrarium with a heat lamp shining from the top towards the middle. They eat chick starter food for chickens, (I couldn't find any for quail). Out of all of the eggs that hatched, only 15% are still alive. Is it a problem with the brooder, a disease, or something else?

Do you have pictures of your brooder set up? If it's glass I'm going to say they are probably over heating depending on the type of heat light. And being in the middle they probably have no way to get cool. And as everyone else has stated quail need a good quality protein crumble. I get my quail feed from chewy
