Help! My hen is being bullied!

You won't ever be able to reintegrate her into the flock. A tj hatch will be a high production bird like a leghorn. Not a good choice. It will be terrorizing her by 8 weeks. A bantam breed like a silkie is small, somewhat visually impaired and usually the pushover in a mixed flock.

Are you putting her down? To me that is the sensible option. The sooner the better for her and you not gaining more emotional attachment. Chickens are not meant to be weak and it's their nature to kill any in the flock that can't cut it. Chickens wont show much sign of pain or anything that makes it appear weak until they are seriously injured or near the end.

A Silkie would be an excellent choice for a buddy in a separate pen. But to me she doesn't have much longer in this world if left to pass naturally and then your stuck with a Silkie that shouldn't be mixed with dominant birds.

I hope I can get my parents to pay for the vet. My mom suggested that maybe I don't handle her as much, (The other chickens can pick her out from the others.) so I'm trying that today. All seems to be going well so far.
 
Rumplestilskin was kicking my butt on a daily basis. He was pecking me, and getting me with his spurs. He was leaving bruises and blood blisters. When my friend told me to do this I thought she was crazy...but it worked. He does not attack me anymore and even gets close at feeding time and when I go to check for eggs.

Unless your vet is very experienced with chickens, or even if they are, I wouldn't ask your parents to pay for a vet visit...
...chances are it will get very expensive(hundreds of dollars) and/or the vet will also suggest putting her down.
