Help! My hen won't lay.

I have had this hen since it was a week old. My sister swears it is a rooster but it has no spurs. It does have a pretty big comb. I'm just so confused. I'll attach a picture when I can get one.

Without seeing pics I'll just say I have one EE that I don't think laid until she was about 9 months old.

At two years it should have laid. It hasn't crowed has it? What breed is it? Do you have other chickens? Pictures would be nice. Sometimes they never lay.
