My little brother owns a pair of butterscotch young call ducks, since he bought them, he has mentioned that the duck seems to fall over and lose its balance once he approaches them. The duck is completely fine when watched from a distance, but seems to forget to walk and stumbles around then anyone goes near her... does anyone know what it might be and how to resolve it, we would hate for her to do the same thing if a predator showed up.

You will want to add niacin into their diet. They are probably deficient in niacin. You can buy vitamin B complex at tractor supply or you can use nutritional yeast that you can find at a grocery store. Both of them can be added directly into their food so that they consume enough of it.

How old are they? If they are not laying eggs, I would not be feeding them the way your feed. I would be giving them Flock Raiser or Duck Feed so they are not deficient in vitamins and nutrients.
