Help need advice for aggressive cochin

Ok so I have. 5 month old cochin/golden comet cross. And she is purposely seeking out my 1 1/2 year old fravolles. She kicks her out of nesting boxes pecks at her violently. My Fravolles just crouched down and squares. I have put the cochin hen in time out for a few days. But when I put her back in she is at it again. I'm new to chickens and don't know what to do. Please help.

Besides just crouching, is your submissive hen showing any signs of rebellion? I have had this problem where one hen tries to make a hen submit but the submissive hen sometimes 'sasses' the dominant hen, make sense?

She is showing no signs of rebellion. She just submits. She never fights back she does run and hide from her to
 
What you're seeing is the pecking order in action. Chicken society is not always pretty. If your aggressive girl is drawing blood on the other one, you may want to reevaluate whether or not she has a place in your flock.
She does draw blood. My Fravolles comb is covers in scabs
 
The strange thing is she does not Bully any of the other chickens. Just this one fravolles. And I have 2 other fravolles one of witch is the rooster
