Help needed! What is this?

Is this frost bite?? No other birds in our flock have this

One of our hens has something wrong with her foot. Could this be frost bite? Nobody else in the flock looks like this. She’s limping a bit also

Yes, it looks like it might be frostbite.
You'll probably want to place her on dry bedding. Don't rub the tissue, it could make it worse. Time will tell how much damage there is and if she will lose any tips of toes, etc.
