HELP PLEASE! PRE-MATURE ASSISIT

UPDATE: I couldn't bother to hear him chirp anymore, it was the chirps of struggle and almost pain so I saw the veins had receded so I decided to moist a qtip and help him maneuver around the membrane he successfully hatched, he seems quite lathargic and is just laying their breathing I assume this is from exhaustion and hope to see him moving around in a few hours?

It's very normal for a chick to rest after hatching. It can take a day or so before they seem very active.
