Can anyone tell me what this may be?
I posted before but didn't receive any replies.
The rooster was dumped on our property and I am trying to take care of the poor guybb

What part of his body is that? It is hard to tell from the pic. Are you talking about that red protrusion with the white sticking out? Is it a feather shaft? More detail(s) might help.

I know very little about chickens, he is our first. I believe it is on his tail. Yes the red protrusion.

Also he has what I believe to be scabs? On his back.

Yes, the second pic looks like an old wound that is nearly healed. I don't know what the other thing is. Did you try to remove the white thing? Could it be a worm or a broken feather? I would be tempted to try to remove whatever that is in the middle, but it would probably be best to leave it alone.

Would the red thing be normal if a feather had been pulled out?

No, not that I've ever seen before.

Don't pull on the red lump. I believe it is his oil gland that he uses to waterproof his feathers. All chickens have it but you normally wouldn't see it because his feathers cover it. He may be moulting and that is why his is missing feathers.
