HELP!!! Rolling air cells!!!

Sometimes as they incubate the air cells will stabilize as the membranes toughen up.
If you are really worried about them moving, put them in the turner the proper way, but don't turn it on/plug it in for the first four to five days.
 
There are a few articles on this site about how to manage eggs with ruptured air cells. I currently have 8 in my incubator right now. This is what I have been doing.

First, place the eggs large end up in an egg carton and allow them to rest for 24 hours at room temperature before putting in the incubator. Using a pencil, mark an X and an O on opposite sides of each egg.

Then I took a foam egg carton, cut the top off, then cut it in half, so that I have 2 small trays, each holding 6 eggs. Then I cut out the bottom ends of each egg compartment for air flow. Place your eggs in the modified tray, keeping the eggs upright, large end up. Face all the Xs toward the narrow of each tray, all facing the same direction. Place in the incubator and don't turn them for 3 days.

After 3 days, start turning them by tipping the tray and propping one end on something about 1" to 1.5" thick, with the X or O end up.. When you need to turn them again, prop up the other end. Continue turning 3 times a day like this until day 18. During turning some of the eggs will shift out of alignment, so check that all of the markings are facing in the proper direction after each turning.

On day 18 candle the eggs, if they are still clear with free floating air cells they didn't develop. If the eggs are dark, gently lay them on their sides, do a normal lock down and keep your fingers crossed.

The intact air cell in an egg acts as a shock absorber, when it ruptures, the contents of the egg can slosh around freely. This can kill the embryo and break the yolk. Don't hold out high hopes for those eggs hatching, but by all means do give them a chance.

Ok I've put them in the bator how long should I wait until I start turning them? The ones that are still totally rolling are in the carton and the ones that are or almost are stable are in the turner(that isn't on). Thank you everyone I'm hoping I have some chance of at least 1 hatching

I don't think you need the cartons if you have a turner.
For my quail eggs I waited till day five to start turning, but I think I read to only wait till day three or four for chicken eggs.
