Unfortunately unless the signatures are from the same city they are ineffective. We had to get signatures to get our city to approve backyard hens. At first we did an online one then found out they would not accept it so we stood on corners and got over 500 sigs from people who lived within the city

I signed, number 52. I do think 25 maybe be a bit too much for the city, depends on her lot and coop size. However, think these no chicken laws are stupid and down right intrusive. Cities need to be made to understand, that there are benefits to all concerned in someone keeping a small flock in their backyard. Happy chickens producing healthy eggs, natural pest control....etc. Hope things work out well for the old lady.
