help !!! stuck chick

First hatch.one that has pipped seems to be drying out. The membrane is turning brown. I still see a beak trying to slowly get out. When should I take action? Had a very brief temp spike for about 20mins of 101.1 still air. I jumped up when the chirpping stopped. Adjusted... but now this little one is drying out. What should I do. Please help!!
