help this baby chick

This chick was hatched at 11 am yesterday and my friend hasn’t moved him from the incubator since he couldn’t use his legs just look for advice

I would remove it to a brooder to dry. Try some chick vitamins such as Poultry NutriDrench a couple of drops orally. Does it have splay legs? A chick chair or placing the chick in a padded cup to stand sometimes help to get it upright. If it has splay legs, a hobble can help.
