Help! Turkeys face is swollen - tylan 50??

i noticed my 3 month old turkeys face looked puffy about a week ago but didn't think a whole lot about since she's been acting completely normal. Well today I was hanging out with them so I decided to do a closer inspection. The other side is flat. Now I'm getting concerned. The swelling is squishy like water and when I was touching it, her eye started to water. I'm not sure what's going on here. Is it automatically infectious sinusitis? Or could it be other causes as well? My other turkey and 60 chickens are fine. Not sure if I should administer Tylan 50 or wait. I'd only wait if it's possibly something else. Also, I can't find disease for the life of me on google. Please advise! It's greatly appreciated!! TIA
