Help w/math problem: need to give med dosage

Okay, so my cockerel seems to have some kind of respiratory problem (rattling when he breathes). So I got some Terramycin (oxytetracycline HCI) soluble powder.

According to the instructions, I need to give a dosage of 400 milligrams in every gallon on water. But I don't have anything that measure milligrams, or even grams.

I can measure teaspons, tablespoons, ounces, cups, milliliters... but no grams.

Does anyone have any idea how to convert this? I googled it but couldn't come up with a way to convert milligrams to milliters or any other measurements I had.

Wow, I have been looking for the last 20 minutes at different conversion tables....I came up with nothing! Where are the brains when ya need them? LOL

We had electrolyte powder that we measured out 5 grams to the best of our ability on a food scale. That came to a little pile (my memory estimates approximately 1 Tablespoon?). That is approximate because we were at the really low end of our scale and I don't know how accurate the scale was able to be.
A milligram is one thousandth of a gram. 400 milligrams is .4 grams which would be just under a half a gram, thus around one twelf of what I was measuring above.
However, it depends on the weight of the substance. I just tried to measure just under a half a gram or so (to get your .4 grams) of Herbamare salt which I had on the counter and it came to around half a teaspoon. Hopefully someone will have more accurate information for you, but meanwhile this can give you some idea of what it might be. .
 
figuring 10 gram in 6.4 oz, 400 mg would be about 1/4 ounce if you can weigh that accurately.

Cjeanean says pfizer says 200mg equals 1 tsp., so you should use 2 teaspoons.
