help! waters froze over! need advice now!

so I have 4 pvc waters
(skip to 2:22 for waters)
they each have 2 water cups and on two cages one water cup froze over and the other two cages have froze over completely. I poured some water in them so they can drink a little. luckly today in missouri then the temp is going up to 50 fahrenheit today. what can I do to prevent this?

Add heaters to the waterers, heat the enclosure they're in so that it stays above 32F, or build/buy heated waterers.
Cup waterers as shown in the video are much more prone to freezing than horizontal nipple waterers, but having no experience with quail, I don't know if they can successfully use HN waterers.
I already have heaters in the waters and what i've decided is to every time I go out then to bring a little cup of hot water and pour it in the nipple waters.
 
Some use bird bath eaters for small containers of water, and I like heated dog water bowls. For outside I just use gallon black rubber bowls and refill them in the morning, and dumpt them in the evening. If it is near zero F you might need to fill them twice a day. The electric dog bowls only come on when the temperature drops below 35 F, so do not use much electric. Even these can freeze if it gets below zero. The 1.5 gallon bowls sell for about $17-20 at many farm stores and Walmart. Here is a link for bird bath waterers:
