HELP!! What is wrong with my girl's feathers?

We have 16 checks. 4 1/2 weeks old. All kept in the house. Raised with a eco-glow 50 instead of a heat lamp. 15 chicks have beautiful feathers and are growing well. They eat and all organic food diet with the occasional treat of organic grass fed dairy products.

I'm having problems with a golden laced Wyandotte pullet. She is not being picked on and I spend a lot of time with the chickens. Unless this is happening at night. It looks like her pinfeathers are not growing. There is also a bit of thick scaling or covering over the wing pinfeathers. She is the only one without any tail feathers. Vent is open and clear.
Any help would be much appreciated as I do not have an aviary vet in my area. We have five breeds of chicks. I added pictures of our other well grown girls too

To me it looks like it's growing in new feathers, chicks go through multiple baby molts or else they would grow out of their feathers. What are you feeding them? You could add a daily treat of some scrambled eggs to give them a protein boost to help grow those feathers in faster.
 
They are eating organic food and chick grit from scratch and peck feeds. Vitamins added to their water or ACV added to the water but not both at the same time. They get the occasional treat of mealworms and extra seeds and Oats. They also get fruit scraps a couple times a week when my kids don't finish their plates. Feel like when I take their food and a few tablespoons of whole milk grass fed cow milk yogurt to their feed two days a week. They get a few hours outside in the grass four times a week to forage for worms and other goodies. She has always been a slow grower for her feathers. Should I separate her or just keep an eye on her? Should I try to make sure she gets extra protein? All the other chicks feathers are growing well.
 
I don't think I would worry, nor separate. Sometimes slow feathering chicks are roosters, but if it's smaller it usually is unlikely.

As long as it's acting fine and no one is picking at it I wouldn't worry, sounds like they have a good thing going.

Once chicks get a taste for scrambled eggs they will literally attack a dish full like little dinosaurs. I always feed mine some and have had wonderful growth rate adding some daily, plus they are the perfect source of natural vitamins for chicks.

If you are feeding a good ration the extra vitamins aren't necessary, so I might stop that as they can get too many vitamins.
