Help with determining sex. Are they hens or rooster?

Assuming they are a business and not a private individual i would report them to the better business bureau. It certainly does look like someone cut or plucked their tails to pas them off as hens.

If this was a standard livestock auction, it is up to the bidder to look at what is in the ring. They make no claims of knowing what they are selling. (I would be surprised that a regular live stock auction didn't know these were boys, but it is not up to them to determine that)
The seller would have been someone who brought them in just before sale. The missing tail feathers might have been removed by the seller, but there is a pretty good chance that the cockerels pulled out each others feathers.
