Help with gender please!

I recently bought 3 "hens" from a swap meet and I'm suspicious that one is a roo. They were being sold as 3 hens and a rooster but I wasn't interested in the rooster so the gentleman took him out of the crate. He told me that the were around 20 weeks old and that they would likely start laying in the next few weeks. One looked older than the other two (and I thought it maybe a roo) so I asked if he was sure it was a hen and he said yes and looked at me like I was crazy. So, fast forward a week and while I haven't noticed any crowing, the more developed "hen" has mounted one of my hens twice. I'm not sure if this is a dominance thing or if this bird really is a rooster. Can anyone help me determine if I have a hen or a roo?

Looks like a roo & two pullets. :/
The mounting *could* be a pecking order thing but its less mating looking and usually accompanies a peck or feather pull...not a squatted hen being mounted.
 
I've never had a rooster past 15 or 16 weeks old so I'm not sure what mating usually looks like. The mounting is something that only happens for a minute or so and its only with one of my rir pullets (19 weeks but not yet laying). I have 9 other hens in my flock and if this one is a Rooster, none of the other hens realize that. The head hen will peck at all of the new white chickens and they just run off- very skiddish. None of the other hens pay any attention to them unless my son is giving them some bread- then they'll chase all of the new white chickens off.

Chasing the new guys/gals is normal. It's a pecking order thing. I had a roo visiting...my head hen was having none of it and kicked his butt lol.

A hen will squat down with wings low if its a mating thing.
 
Sorry but I too think Roo as well.

I also got a rooster and told he was a she..

I also questioned the lady I bought her from the day I purchased them and got the same "look"

5 weeks later I had a rooster...
