Help with Hatching Bantam Serama Chickens

Help! I have been incubating bantam serama chickens. I had 4 that made it to full term and were set to hatch on day 21, which was Thursday night. Three have now quit (one made it into the air cell). I candled after they seemed to have stopped shaking. I have one left in the incubator that is alive (I candled) but has stopped shaking. I did not see it in the air cell when I candled. Do you think I should intervene? I am now on Day 23. The temperature is 99.5 and the humidity doesn't have a reading but I was aiming for 65 percent, followed the instructions on the incubator and I don't know what is going wrong. Does anyone have any advice? It would be much appreciated!

Day 23, I would help it a smidge, just to get it's beak out in the open to ensure it's breathing. It's better for them to hatch as much as they can themselves so they don't wind up having splayed legs or a leg/hip issue.
