Help with Hawk Identification

These guys were scoping out our free rangers today. Would you say Cooper's hawk or red shouldered? Sorry the pictures are poor quality. It was from quite a distance with a telephoto lens then enlarged.

I would say either Cooper's or Sharp Shinned. More likely Cooper's because of the size and I can see a white tip on their tails.
