Looks like a blue garter, although those are most common in Florida.

Thank you for your replies I'm gonna go with a garter....a very pretty one. He did bite at my son's arm twice before he realized we werent' going to hurt him. As you can see, he even posed for some nice pics. I had no idea they came in such a beautiful blue color.
