HELP - Writing a Letter to Council for approval

Hi there!
I need all the help I can get! I live in a small town in Canada where Chickens are Prohibited BUT I have been told that I can submit a letter to Council to apply for permission to keep a restricted animal.
I have no idea where to start!!
 
Start by stating how large a flock you intend to keep. Purpose of the flock, if eggs only then state no cock birds, only hens.

You'll want to discount, or nullify all the negative aspects of keeping poultry. Those include:

Noise- no cock bird
rodents- state your rodent control plan
smell- state coop set up and bedding. Plan of bedding composting or disposal.
animals at large- state your pen and size
property offsets- distance from neighbors property the coop and pen will be placed

Avoid stating they will be pets because livestock are not pets. Keep in mind you are not tugging on heart strings of the council. You are succinctly stating your plan and how it will have no ill effects on neighbors or property value.
 
You might also want to look to neighboring cities/villages for their poultry ordinances and model y our proposal on theirs. and check the news media for reports following any newly enacted ordinances - be ready to address any issues that might have come up.

Its a good time to bring up any history in the area regarding poultry ownership that might benefit you as well.
