Start over...the eggs haven't even started to develop so you aren't losing out on anything yet.

This is not going to work so spend a few days trying to build a better bator and get a regular 75W light bulb and a thermostat to plug the lamp into.
 
37.5C or 99.5F.
They can't potentially hatch unless the temp is above 35C
At your temp, they aren't even getting cell division. That can't happen below 27C and above that there will be disproportional development till you get over 35C.
Is it a fluorescent shop light? If so, they don't generate enough heat.
If it is a 100 watt incandescent or halogen lamp, the problem is thermal stratification.
Heat rises. Your heat source is at the top and the eggs are on the bottom. The heat won't go down unless you have strong fans to pull it down.
 
I wanted to add that there may be other issues trying to incubate in an aquarium.
Glass is a good conductor so it will take more energy to heat than Styrofoam or wood.
Also, there won't be good ventilation. The embryos need oxygen and the deeper into the incubation, the more they need.
Most incubators have holes in the bottom and top so the warm air rising will draw fresh air into the bottom holes and pass by the eggs.
