He certainly does have a short tail by comparison.

He is young yet. I would just give him time while watching for anyone pulling his tail.

I'm 99.99% sure no one is pulling his tail because he is the top of the pecking order but I will definitely watch for it. Thanks for all the help!

I agree it doesn't look like the typical plucking from that hind end shot but chickens can be sneaky.
