He looks okay to me. The bubble or cyst on his eyelid may be a small cyst that may cause no problems. I had a rooster who had a small hard cyst on his eyelid and he was fine. You say his face looks puffy. Could that just be him maturing and normal skin?
In India, can you get hydrogen peroxide and clean his ears with a mixture of half water and half hydrogen peroxide? Once you clean that out of his ear canals, then you can put some antibiotic ointment, petroleum jelly, or mineral oil into his ears. Antibiotic ointment usually has Neomycin, bacitracin, and polymixin B, or a similar mix. Is the gunk you are getting out of his ears actually pus or ear wax? There are commercial ear cleaners available for dogs and cats.
Since chickens are omnivores, it can be good to feed a variety of grains and legumes mixed together, along with a little egg, fish, or meat. Grains such as corn, a little oats, peas, lentils, millet, and others are good to mix. A lot depends on what is available. I realize a lot of people in your country have pet roosters who live inside, and that a balanced chicken feed is not always available.
@Sanaaya is a BYC member from India who deals with medical issues with her roosters. She knows where a lot of medicines can be found. If he gets worse, you may want to use some Tylosin or Tiamulin to treat for possible respiratory disease. At this point, his eyes are clear and no nasal drainage, so I would watch him and treat his ears. He should not have unneeded antibiotics, unless there is an infection. The antibiotic ear ointment however, is good to use.
