baby chick just hatched on the 17 day with a litte bloody spot on the under belly

A pic would help a lot, but if you're talking about a very small red spot below its vent its just its belly button.

Put antibiotic on that spot, 2 - 4 times a day, until it heals up. I use powdered sulfur, but even neosporin is okay for this. Sometimes the navel of the chick's not healed yet, and it's susceptible to infection.
