Ours do this when it's either very hot or very cold. When it's very hot, they do it in the shade (to spread out and expose maximum surface area to cool off). When it's very cold, they do it in the sun to soak up the warmth!

Both times I have seen them doing this it has been around 80 degrees. They aren't too warm because they weren't breathing with open beaks like they were when it was 90-100 the couple of days before.
 
It's totally normal behavior. Mine most often do it in sun, regardless of temperature, but it hardly ever goes above 90 here. But sometimes they do it in shade, too, near their favorite dustbathing spots. They're just relaxing. Not to worry. Lots of people have see this behavior, as you can see from the responses.
