Hen has limited range of motion - what's going on?

My 2 1/2 year old Salmon Faverolles, Fleur, had a hard molt in November and never fully recovered. I separated her from the flock so they didn't bully her. She's back in the flock (all is peaceful), eating and drinking, but has limited range of motion. Her tail droops. She can't raise her wings very high. She can't climb the ladder to the coop. (I put her in at night, then take her out in the morning.) She will move around the run (slowly), but mostly sits. She'll come for treats, but won't come outside the run. She has not laid since her molt started.

I now think there's more going on than just recovering from her molt. (Feathers grew back, though slowly.) I'm curious if others have had this experience.
