Hen-like rooster?

I have two Columbian Rocks, one a hen and one I believe to be a rooster. I don’t have any pics on hand, but I’ll try my best to describe him;
He has thick legs and ankles, thicker than his sister’s legs. He also has more vibrant neck plumage, where the black feathers are darker and extend almost to the base of his head while his sister’s is fuller and only makes it halfway up the neck. He also has less of a “fan” of tail feathers like his sister, and his tail feathers are much wider. He has started clucking at week 9, and his sister started clucking at week 12.
Now here’s the confusing part: he’s had noticeable wattles since week 3, while his sister has only had large wattles since week 13. After a growth spurt, the pullet’s comb is larger than his and the wattles are the same size. Before this though, he has had larger and redder comb and wattles than his sister. I’m hoping for a roo, but I’m unsure. What do you guys think?

First pic (one with a photobomb from other bird) is the bird in question, second is his sister. They’re both almost 15 weeks old. The tail feathers and neck plumage are the most visible roo like traits, but his legs are also thicker than the other bird.
