Hen mating another hen?

So I have one hen that always mounts another hen. Always the same one trying to mount the same hen. It’s the 2 gray ones. Is this normal?? Not sure if you can tell the difference in the picture but the instigator is the one with the larger comb. They are about a year and a half old. We’ve never had a rooster so I can’t say I’ve seen the act before (LOL) but it’s def NOT just pecking. Someone please tell me what the heck is going on 🤣

I think that's a rooster.
We thought so too when it was young but we have never heard a crow, it only does it that that one other chicken, and it’s definitely not protective. Those two or the most skittish of the bunch. Plus in the summer we had enough eggs a day accounting for each chicken
 
They're definitely both girls.
May just be dominance, but it also just could be hen on hen love, lol. It's the animal kingdom.
They are both looking a little rough...do you have a rooster? Their backs are quite bare.
