Hen not getting new feathers after molt

my br hen started molting in late March. She looks so sad now. She has not grown any new feathers on her chest and head. She looks really strange. She has started laying again but what can I do to help her?
I started putting vitamins & electrolytes in the drinking water a month ago but no change in her.
No, she is not being picked on by other hens (no roos).

Sounds like she could have feather mites. Or a combination of parasites. I treat mine every fall with ivermectin, while they're molting. It takes care of a whole range of internal and external parasites, all at once. I use the liquid injectable, 1%. I don't inject it though, I put it in the drinking water, 2 cc's per gallon, as the sole source of drinking water for two days.

Some dust with Sevin, I don't like that one due to the toxicity of it.

You can use food grade DE, (NOT the pool filter grade stuff) but I like the ivermec the best. DE I like as a preventative, to dust around the coop and nest boxes to keep the bugs down.
 
Wouldn't the other girls have it though? They free range together, take dirt baths in same place, lay in same nest box, etc.

The other girls are just fine.
