Hen not laying for tom?

I have 2 bronze/EW mix hens, 1 bronze tom, and 1 black spanish tom. My hens were hatched out last May. One of the hens is laying eggs but will not lay down for the tom. I have sat out there for hours watching them and nothing (ironically the other hen who is not laying eggs yet does lay down for the dominant tom). I have had no issues of aggression between my toms, the black spanish is most definitely dominant and the other tom does not even attempt to mate the hens.

Will she eventually all him to do his business?

I know its hens choice so what happens if she doesn't like either of them? Should I just give them time? I know its still early in the season.

I have thought about seperating her and the less dominant tom but unfortunately she freaks out whenever she and the other hen are seperated.
 
Western PA isn't too far from me so your girls should be right behind. Are you close to the lake? I've noticed that the closer you get to Lake Erie the cooler it is. While it was 65 here all last week it was around 53 in Buffalo. Maybe it still being cooler is causing your girls to not want to lay.

Then again I am a newbie with turkeys so who knows.
 
**Update** Finally got the net over my enclosure yesterday (in the midst of rain and mid 30's temps, yuck!). And wouldn't you know it first thing this morning I saw the tom get ahold of my stubborn hen. So it was just a matter of time
