Those are some shiny, green tail feathers your bird is getting so I vote cockerel too.
This was “guaranteed” to be female by the seller - guessing a possible error. The tail feathers are the same as the other rhode island that has virtually no comb So other than the comb do you see any other features that are cockerel - do you guys see saddle feathers? I’m new to chickens and Can’t tell saddle feathers unless I see them on a fully developed rooster.

No, I don't see any saddle feathers in that photo yet, unsurprising as they will only just start getting them at this age.
Could you get a clear photo of the back from above?
 
He is a cockerel. He has long skinny saddle feathers. This is my first rir just a couple weeks older than your guy. I guess rir are difficult to sex. I have 2 roosters that were supposed to be hens. Gotten from different places at different times.
