Yes, definitely a cockerel judging by the pointed saddle feathers.

It has tiny nubs where it’s spurs would be. Can hens have these or is it definitely a cockerel?

Hens can have spur nubs. Your biggest give away would be the neck feathers. Are they thin and pointed or shorter and rounded? And his/her comb, it looks like a hen’s, but as the chicken gets older it may grow.

But I’m leaning towards cockerel at this point.

I lean towards cockerel at this point too...very red comb and I think I'm seeing saddle feathers.
