Hen or Roo?

These 3 look like roos to me but would like to confirm. They are 11 weeks. No crowing yet but they like to fight each other. One and 3 look like they have hackle feathers. Not sure about #2. Roosters are not allowed in our town so will need to find them new homes. TIA.
