Anyone know what breed and gender these are?

No idea on the breed but they both look kinda roostery to me.

There are a lot of red chickens - RIRs, New Hampshires, red sex links. IF those are red sex links then the red chicks are pullets and the yellow ones cockerels. However you will want to wait for a while to be sure as there are a lot of breeds that start out as yellow chicks,

Also at what point can I put the small chicks out in the coop ? Will the older Roos kill them what size should they be? :/
