Hen or Rooster?

My chicken is about 13 weeks old (recipient of the old school project). I think i heard it trying to crow one morning. But this has only happened once, and it was a pretty feable attempt. It is a little agressive, likes to peck my feet. It also thinks it is a dog. Can you tell at this point?

Well, yes, I can tell its not a dog....

It is a cockerel, Barred Rock?

If it is a rooster, what can I do with it or take it? I cant keep it, the neighbors won't approve and I am not a morning person!

He looks like my Barred Rock roo and he has been the first to crow out of the 4 young roos.
