As I thought about it, it came to me. If hobbling a horse works. It should work on a pecking hen. Let's try that and see if it works

....not sure I'm following what you are saying. ...or asking? Are you hobbling your birds? How did you approach integration? How long have they been together? How old are the older and younger birds?

Oh dear..... If they cannot move about fast then they could end up the targets.

That's right. You got it. If you hobble the hen a little. She won't be able to run after the smaller ones. Then maybe she will give up going after thrm. Just an idea.
