Hen picking on chick

I have a hen which is not the mom of the chicks. The mom is not around currently but the hen is so mean to the chicks but specifically a brown chick. She pecks it and even pulls out feathers for no apparent reason
it is random and she even attacked another baby like climbed on top and was pecking it. I don’t know why can you guys help?

Such behavior frequently escalates to pecking to death. I would remove that hen from the flock.

How old are the chicks? Did you give the broodie hen time inbetween broods to recover her health? It diminishes significantly after sitting and then raising chicks, and they lose a lot of weight and condition.

I second the advice to remove the mean hen for at least a few days, keep her separate, and then when you reintroduce her she will have fallen down the pecking order.
