Hen pulling feathers around crop area

Hi,

My gal started pulling feathers about a year ago when she was broody but have never really stopped, but now its looking a little severe and irritated as I think new feathers try to come in and she pulls them. Is there a problem I am not aware of or it turned to a habit?

I'd like to add its for sure her doing it herself, she otherwise behaves normally, has layed consistently throughout the entire NY winter and did not molt like the others.
Could this be deficiency ?

What are you feeding the flock? How much space do they have in their run? Can you post pictures of the entire setup?

They are on organic layer pellets and free range all day. I checked her today, the crop area still very red, but now she seems to be losing feathers on both sides of her neck which looks a little like molting . We have a small flock of 3 and 4 new babies, shes has definitely always been top hen so I don't think anyone is pulling those but herself.
