Hen sitting on fertilized eggs

Hi all,
So, about a couple of weeks ago I noticed one of my hens was hiding her eggs. She had been sitting on (count them) 16 eggs. Every couple days we notice she kicks an egg out because i guess she knows it didn't make it. Today we found an almost full size chick out of its shell across the yard. There was also a rotten egg near the best that she kicked out. The ones we have found are nearly fully formed when she kicks them out. Is this normal? 16 eggs is allot i get it, but we should be getting close to some of them hatching, if they make it. I just hope she's not sitting on rotten eggs.

She may have accidentally kicked out the eggs
 
Do you KNOW that she still only has 16.
Other hens may still be laying daily eggs under her and eventually some will not fit and be spilled out. You have other hens right?
Or have you separated your broody?
Its sad to see potential hatchable chicks be killed this way.
Some folks believe a hen will detect a bad egg and kick it out.
Tell that to my persistant broody who is now determined to hatch 3 golf balls and a rock!
 
She is separated from the other hens, i guess at this point she's down to 13-14 eggs. The last time she got up to eat and drink was a couple days ago and I counted 16. And we have lost 2.
