Hen with bare spots on top of "shoulders"

Hello, it has been a long time since I have communicated. You all helped me out with my hen, Rosie, last summer and proud to say she healed and still beautiful.
We have another hen who has had bare spots on her "shoulders" or top of her wings and also wing feathers have not come back from moulting. Yes, we think she is being picked on- smaller of our White Rock hens and lower in pecking order. She is harder to catch, but when I can we have sprayed the spots with Vetricin, and then just a few days ago put the purple No peck stuff on her spots. Any other ideas? These bare spots have been this way for a few months, sadly. Her wing feathers have a lot of bare quills, should I do anything for that? Would love to get this girl looking pretty as her sisters, as the other eight are doing great. Thank you!
 
I don't know the cause, but generally easiest to treat at night on the roost. You might get yourself al little headlamp to leave your hands free. See if you can find one with a red light option, makes it even easier as chickens don't see well in red light, helps keep the patient and others calm. I think Wal mart might have them in the sports section, they are not expensive.
