Hens attacking Henrietta HELP!!!

She may be broody....or going there.
The weird broody behaviors can make the others pick on them and/or they pick on others.
But she lets me take eggs out from under her and she even lets me take her out of the nesting box... that doesn't sound broody at all to me.
 
I know this is kind of out there and I am far from being an expert, but I had my two girls that were lowest in the order getting picked on. I took some pine tar and covered the spots where they were being targeted. It smells terrible but I would see one attempt to pick at her and they would learn their lesson very quickly and it made it stop fast. I have actually done it twice and it had helped both times. I mean obviously the chickens look dirty in that spot but it eventually goes away. I just wanted the bullying to stop and it did within 24 hours both times.
